I could have sworn I’ve seen these two somewhere before… but now I can’t remember from where! I thought it was Bakemonogatari, but the character list doesn’t include a girl with flowers in her hair.

Mikoto was discovered as a Level 1 Electromaster, espers with the ability to generate and control electricity, when she was still a young girl. She enrolled in Academy City to train herself, working very hard until she was ranked a Level 5, becoming the third strongest among seven in this rank. Her ability to shoot projectiles such as coins at high, destructive speeds earned her the nickname, “The Railgun”.
Shirai Kuroko is a level 4 psychic who is a member of Judgment, a special public committee group whose duty is to maintain peace and order in Academy City. She has a crush on Misaka Mikoto and often gets jealous towards other people who get Mikoto’s attention especially Kamijo Toma. Her powers are instant teleportation, which allows her to teleport herself and anything in her possession as long as it weighs under 130-137 kilograms to anywhere within a radius of 81-85 meters.
